Is it normal for this paper not to have a byline?

With regard to the content, it certainly points up a serious anomalous situation. As a public servant retiree I am beginning to feel pangs of guilt with each passing day, although with the way the country is sinking into the financial mire I and others like me may soon join the ranks of the elderly poor.
