In fairness, I think the original idea was to stop unscrupulous shopkeepers from selling on pre-signed cards that didn't actually match up to a request to dedicate a mass for the donors intentions. Thats been messily dealt with and in all honesty it was a case for the Churches themselves to deal with. Is this bizarre or what?
