Accountants policing accountants

“The Chartered Accountants Regulatory Board is a body established by the Institute of Chartered Accountants in Ireland to regulate Irish chartered accountants.”

I sometimes wonder – Do these people genuinely believe, I mean, really really believe, that ordinary people are naïve enough to believe that this cosy set up will actually result in greater transparency within their profession?
